Gestão da árvore em arruamento – Constrangimentos, conflitos e soluções

Abstract

A gestão do arvoredo urbano em Portugal enfrenta desafios, sobretudo nas árvores em arruamento, sujeitas a espaço limitado, interferências com infraestruturas e podas inadequadas. A Lei n.º 59/2021, de 18 de agosto, estabelece o regime jurídico de gestão do arvoredo urbano, visando preservar este património de valor estético, económico e social. Este estudo foca-se nas árvores em arruamento e propõe diretrizes para uma gestão integrada e sustentável. Analisa os fatores abióticos, bióticos e antropogénicos que condicionam o seu desenvolvimento, apresentando técnicas para mitigar conflitos e impactos negativos. Destaca ainda a necessidade de um Plano de Proteção do Arvoredo nas obras e de um Programa de Monitorização das árvores afetadas, promovendo a sua preservação e valorização e garantindo benefícios ecológicos, sociais, económicos e estéticos; - ABSTRACT: STREET TREE MANAGEMENTE – CONSTRAINTS, CONFLICTS AND SOLUTIONS The management of urban trees in Portugal faces challenges, especially in the case of street trees, which are subject to limited space, interference with infrastructure, and inappropriate pruning. Law No. 59/2021, of August 18, establishes the legal framework for urban tree management, aiming to preserve this heritage of aesthetic, economic, and social value. This study focuses on street trees and proposes guidelines for integrated and sustainable management. It analyzes the abiotic, biotic, and anthropogenic factors that condition their development, presenting techniques to mitigate conflicts and negative impacts. It also highlights the need for a Tree Protection Plan in construction works and a Monitoring Program for affected trees, promoting their preservation and enhancement and ensuring ecological, social, economic, and aesthetic benefits.
