O terrorismo em Moçambique. As responsabilidades do Estado e o papel da comunidade internacional

Abstract

A presente Dissertação procura analisar o fenómeno do terrorismo em Cabo Delgado, no Norte de Moçambique. A primeira parte do trabalho analisa as causas sociológicas, políticas, económicas e culturais do surgimento do terrorismo, demostrando o carater complexo do fenómeno. A segunda parte foca-se na resposta do Estado moçambicano, procurando avaliar a sua eficácia. Resulta que a inação e a inadequação das medidas de combate ao terrorismo levadas a cabo pelo governo, têm representado fatores de radicalização do fenómeno. A última parte da tese aborda o papel dos atores regionais e da comunidade internacional no combate à insurgência. Mostra-se que a relutância do governo de Moçambique em pedir ajuda e o atraso conseguinte no envolvimento dos seus parceiros regionais, têm sido fatores determinantes para a radicalização do terrorismo em Cabo Delgado. A tese utiliza um método indutivo, que a partir da análise dos elementos fundamentais da conjuntura de Moçambique procura definir quais são os fatores relevantes do fenómeno, com vista a possíveis generalizações. Assim, os objetivos da análise desenvolvida são: 1. Demonstrar que o terrorismo em Moçambique, é um fenómeno complexo, resultante de múltiplas causas heterogéneas; 2. que o seu combate não poderá ser levado a cabo pelo Estado, de forma isolada, mas apenas se todos os países, ainda que não sejam alvos, tomarem medidas conjuntas; 3. que é preciso um maior envolvimento e comprometimento das agências regionais e globais, com maior destaque para a União Africana, que engloba quase todos os países do continente e para a SADC, que deverá ter um papel mais ativo e firme com vista a garantir a segurança na região; Terrorism in Mozambique. The responsibilities of the State and the role of the International Community ABSTRACT: This dissertation seeks to analyze the phenomenon of terrorism in Cabo Delgado, in northern Mozambique. The first part of the work analyzes the sociological, political, economic and cultural causes of the emergence of terrorism, demonstrating the complex character of the phenomenon. The second part focuses on the response of the Mozambican state, seeking to evaluate its effectiveness. It follows that the inaction and inadequacy of the measures to combat terrorism carried out by the government have represented a factor in the radicalization of the phenomenon. The last part of the thesis addresses the role of regional actors and the international community in combating the insurgency. It is shown that the reluctance of the Mozambican government to ask for help and the consequent delay in the involvement of its regional partners has been determining factors for the radicalization of terrorism in Cabo Delgado. The thesis uses an inductive method that, from the analysis of the fundamental elements of the Mozambique conjuncture, seeks to define what are the relevant factors of the phenomenon, with a view to possible generalizations. Thus, the objectives of the analysis developed are: 1. To demonstrate that terrorism in Mozambique is a complex phenomenon, resulting from multiple heterogeneous causes; 2. that their fight cannot be carried out by State in isolation, but only if all countries, even if they are not targeted, take joint action; 3. that greater involvement and commitment of regional and global agencies is needed, with a greater focus on the African Union, which encompasses almost all countries on the continent, and on SADC, which should play a more active and firm role in ensuring security in the region.
