O papel da comunidade local no desenvolvimento turístico sustentável: estudo de caso no concelho de Cuba, Alentejo

Abstract

Apontado por diversos estudos científicos, como fundamental para o desenvolvimento turístico sustentável, a participação da comunidade local neste processo poderá surgir pleno de complexidade. Tendo em conta que o desenvolvimento sustentável se baseia num sistema participativo, colaborativo e contínuo, através do qual todos os stakeholders deverão estar envolvidos, que desafios se poderão apresentar à gestão do destino turístico e à comunidade local e que transformações poderão advir do seu envolvimento na implementação de um projeto de turismo sustentável? O principal objetivo desta investigação é analisar o papel da comunidade local no desenvolvimento turístico sustentável, através de estudo de caso no concelho de Cuba, Alentejo. Para alcançar este objetivo, realizou-se revisão de literatura no âmbito do desenvolvimento sustentável e da sustentabilidade do turismo e do papel da comunidade local no desenvolvimento turístico, nomeadamente, importância da sua participação, modelos participativos e estratégias para uma participação mais efetiva. Elencaram-se, ainda, três teorias sociais e fatores intrínsecos aplicados ao estudo da participação comunitária no turismo, com base nos quais se desenvolveu o modelo e hipóteses de investigação, que pretenderam estudar as perceções e atitudes dos residentes do concelho de Cuba face ao desenvolvimento turístico e à sua participação atual e futura, bem como os fatores determinantes que influenciam as mesmas. Através do método quantitativo, a validação do modelo de investigação foi efetuada mediante dados recolhidos por inquérito por questionário, tendo-se obtido 157 respostas válidas. Os resultados permitiram concluir que os residentes inquiridos possuem perceções positivas a neutras quanto ao desenvolvimento turístico e que o nível de participação atual é baixo. No entanto, manifestaram atitude positiva em relação ao papel da comunidade local e quanto à sua participação futura. Verificou-se que as perceções são influenciadas positivamente pelo sentimento de pertença à comunidade, que se provou ser elevado, e que, os que percecionam mais os aspetos positivos do turismo trabalham no setor e pertencem à geração mais jovem (faixa etária dos 18-27 anos). Os fatores que influenciam a participação atual, constatou-se serem as perceções sobre o desenvolvimento turístico, enquanto que os que influenciam a intenção de participar futuramente, provou-se serem as perceções do contributo positivo do turismo, bem como o sentimento de pertença, o envolvimento atual no processo, a dependência indireta do setor e a faixa etária. O resultado da investigação poderá contribuir para a criação de um modelo participativo na gestão e planeamento do desenvolvimento turístico sustentável local, incluindo recomendações para melhoramento de políticas públicas do setor: Title The role of the local community in sustainable tourism development: Case study of the municipality of Cuba, Alentejo Abstract: Pointed out by several scientific studies, as fundamental to sustainable tourism development, the participation of the local community in this process may arise full of complexity. Taking into account that sustainable development is based on a participatory, collaborative and continuous system, through which all stakeholders should be involved, what challenges may be presented to the management of the tourist destination and the local community and what changes can result from its involvement in the implementation of a sustainable tourism project? The main objective of this research is to analyse the role of the local community in sustainable tourism development, taking as a case study the municipality of Cuba, Alentejo. To achieve this objective, a literature review was conducted on sustainable development and tourism sustainability and on the role of the local community in tourism development, namely, the importance of its participation, participatory models and strategies for a more effective participation. Three social theories and intrinsic factors applied to the study of community participation in tourism were also highlighted, based on which the research model and hypotheses were developed. These aimed to study the perceptions and attitudes of the residents of the municipality of Cuba regarding tourism development and their current and future participation, as well as the determining factors influencing them. Through the quantitative method, the validation of the research model was achieved by means of data collected by questionnaire survey, from which 157 valid responses were obtained. The results led to the conclusion that the respondents have positive to neutral perceptions of tourism development and that the current level of participation is low, however, they expressed a positive attitude towards the role of the local community and future participation. Perceptions were found to be positively influenced by community attachment, which was proven to be high, and those who perceive most the positive aspects of tourism work in the sector and belong to the younger generation (18-27 age group). The factors influencing current participation were found to be perceptions of tourism development, while those influencing the intention to participate in the future were proven to be the perceptions of the positive contribution of tourism, as well as community attachment, current involvement in the process, indirect dependence on the sector and the generational group. The result of the research may contribute to the creation of a participative model in the management and planning of local sustainable tourism development, including recommendations for the improvement of public policies in the sector.
