Abstract: | A proteção de civis em caso de conflito surge na década de 90 como um dos maiores desafios para a comunidade internacional. A necessidade de encontrar uma forma de ultrapassar este dilema e conseguir uma proteção efetiva das pessoas contra violações graves dos Direitos Humanos levou a que a doutrina Responsabilidade de Proteger (R2P) fosse endossada em 2005. Este estudo tem como finalidade compreender a atuação do órgão do Conselho de Segurança das Nações Unidas (CSNU) na Síria, tendo sido analisadas 11 resoluções vetadas do CSNU. Os resultados indicam fragilidades do CSNU que são motivadas pelo uso do veto; The Paradox of Responsibility to Protect: the case of Syria
Abstract:
The protection of civilians in the case of conflict emerged in the 1990s as one of the greatest challenges for the international community. The need to find a way to overcome this dilemma and achieve effective protection of people from gross human rights violations led to the Responsibility to Protect (R2P) doctrine being endorsed in 2005. This study aims to understand the performance of the United Nations Security Council (UNSC) body in Syria, and we analysed 11 vetoed UNSC resolutions. The results indicate weaknesses of the CSNU that are motivated by the use of the veto. |
