Abstract: | European rural policies are underpinned by the principles of subsidiarity, rule of law and sustainability. The current policy framework lacks coordination, coherence, and integration, resulting in policy fragmentation. Silvo-pastoral multi-functional systems are especially vulnerable to policy fragmentation, demanding integrated planning and management. In this chapter, we comparatively characterize the policy frameworks affecting silvo-pastoral systems in Alentejo (Portugal) and Andalucía (Spain). Our findings question the efficiency of current spatial planning approaches for agro-forestry, arguing for more pro-active territorial policies, including a CAP that is better aligned across multiple policy goals, both vertically and horizontally, and a focus on enhancing policy coordination, cohesiveness and integration. |
