A União Europeia e o conflito ucraniano: atuais medidas de política de segurança e de defesa e perspetivas futuras

Abstract

O mundo globalizado de hoje remete-nos para desafios que no domínio da segurança e defesa são complexos e exigem uma maior capacidade analítica do sistema internacional assim como dos seus principais atores. A crispação entre o ocidente e a Rússia tem vindo a dar mostra de acontecimentos que colocam a comunidade internacional apreensiva, é o caso do conflito ucraniano. Esta dissertação de mestrado em Relações internacionais e Estudos Europeus visa analisar a influência das politicas europeias de segurança e defesa no conflito ucraniano e apurar quais as causas que levaram à sua emergência. Será feita uma contextualização histórica desde a Guerra Fria até à atualidade, passando pela implosão da União Soviética e o papel do seu herdeiro, a Rússia. Serão analisados tratados europeus para melhor compreender as principais tendências da expansão europeia, e quais as consequências que a mesma teve na relação com a Rússia e qual a ligação com o conflito na Ucrânia. Posteriormente será feita uma análise do atual conflito na Ucrânia, através da recolha de informação disponível, através da imprensa internacional, mas fundamentalmente consubstanciada em livros e revistas da especialidade, de forma a contribuir para uma maior compreensão sobre a temática em estudo. Este conflito armado na Ucrânia, devido à anexação da Crimeia por parte da Rússia já dura desde 2014 e até agora não se legitimou a ação da Rússia por parte de outras potências internacionais mas também não se recuperou o território ucraniano nem se alcançou a paz. É imperativo uma análise deste conflito, de forma a indagar acerca das tendências prováveis de sua evolução num futuro próximo; Abstract: THE EUROPEAN UNION AND THE UKRAINIAN CONFLICT Current security and defense policy measures and future perspectives. The globalized world of today is a problem for non-security challenges and defenses are complex and require a greater analytical solution of the international system as its main actors. The tension between the West and Russia has been the show of events that put an apprehensive international community, and the case of the Ukrainian conflict. This Master's Dissertation in International Relations and European Studies aims to analyze an influence of European security and non-Ukrainian conflict defense policies and to ascertain which as the causes that led to their emergence. Historical contextualization was made from the Cold War to the present day, through the implosion of the Soviet Union and the role of the heir, a Russia. European treaties will be analyzed to better understand the main trends of European expansion, and what are the consequences that have a relationship with Russia and what is the link with the conflict in Ukraine. Subsequently, an analysis of the current conflict in Ukraine, through the collection of information, through the international press, but fundamentally embodied in books and magazines of the specialty, in order to contribute to a greater understanding of a thematic study. This armed conflict in Ukraine due to the annexation of the Crimea by Russia has lasted since 2014 and has not up to now legitimized a Russian action by other international powers, but also does not recover on Ukrainian territory nor has peace been achieved. An analysis of this conflict is imperative in order to inquire about the likely trends of its evolution in the near future.
