Políticas públicas e desafios no meio rural angolano: promoção do desenvolvimento sustentável na aldeia de Ondova (Kwanyama; Kunene)

Abstract

O nosso estudo tem como título: Políticas Públicas e Desafios no Meio Rural Angolano - promoção do desenvolvimento sustentável na aldeia de Ondova (Kwanyama; Kunene). Angola é um país africano de expressão portuguesa, com 18 províncias, entre as quais está a província do Kunene. Ondova é uma povoação da comuna de Oshimolo, município do Kwanyama, província do Kunene na República de Angola. Escolhemos Ondova não só por ser uma terra do interior mais rural e pobre de Angola, mas também, pelas suas características, quer as decorrentes da própria natureza, quer as decorrentes da ação humana. É um território caracterizado por uma forte presença de estiagem que provoca a transumância e a emigração. Com este trabalho procuramos identificar as políticas e projetos públicos que nos pareceram mais significativos em Angola no geral e o seu impacto nos territórios do interior, em particular em Ondova (Kunene), tentando assim, perceber o potencial socio-económico-cultural deste território. Realizamos um breve diagnóstico da povoação, tendo em conta a implementação dos projetos e políticas da administração local, para contribuirmos na definição das potencialidades do território em estudo, de forma a captar investimento e promover o “autoconhecimento” do território. Estamos confiantes que o nosso estudo contribuirá para um melhor conhecimento do território, o qual poderá ser útil para os diferentes atores (na definição dos seus projetos locais): instituições governamentais e não-governamentais, empresários e investidores, população em geral. No âmbito dos objetivos delineados, seguimos uma metodologia de estudo de caso aplicada ao território de Ondova. Contudo, foi uma pesquisa que teve muitas limitações, não só pelo fato de ser feita num ambiente politicamente conturbado pelas campanhas eleitorais, como também pela mudança drástica na estrutura do governo local; Public Policies and Challenges in the Angolan Rural Environment - Promoting sustainable development in the village of Ondova (Kwanyama; Kunene) Abstract: Our study is entitled Public Policies and Challenges in the Angolan Rural Environment - promotion of sustainable development in the village of Ondova (Kwanyama, Kunene). Angola is an African country of Portuguese expression, with 18 provinces, among which is the province of Kunene. Ondova is a village in the municipality of Oshimolo, municipality of Kwanyama, province of Kunene in the Republic of Angola. We chose Ondova not only because it is a land of the rural and poorest interior of Angola, but also because of its characteristics, both those derived from nature itself and those resulting from human action. It is a territory characterized by a strong presence of drought that causes transhumance and emigration. This work seeks to identify the public policies and projects that we consider to be the most significant in Angola in general, and their impact on the interior territories, particularly in Ondova (Kunene), in an attempt to understand the socio-economic and cultural potential of this territory. We make a brief diagnosis of the village, taking into account the implementation of the projects and policies of the local administration, to help define the potential of the territory under study, in order to capture investment and promote the "self-knowledge" of the territory. We are confident that our study will contribute to a better knowledge of the territory, which may be useful to the different actors (in the definition of their local projects): governmental and non-governmental institutions, entrepreneurs and investors, the population in general. Within the scope of the objectives outlined, we follow a methodology of case study applied to the territory of Ondova. However, it was a research that had many limitations, not only because it was done in a politically troubled environment by electoral campaigns, but also because of the drastic change in the structure of local government.
