Abordagem integrada em saúde: o caso do Concelho de Arraiolos

Abstract

O presente trabalho visa o desenvolvimento de uma investigação, dedicada és necessidades de cuidados de saúde, tendo por realidade observável o caso do concelho de Arraiolos. O objetivo central deste trabalho visa identificar as necessidades de cuidados de saúde no concelho de Arraiolos, a partir do cruzamento entre as capacidades instaladas e as respostas existentes. O concelho de Arraiolos é um concelho essencialmente rural, com problemas de interioridade, abarcando uma população que tem vindo a sofrer um decréscimo considerável, apresentando neste momento um significativo envelhecimento populacional na maior parte das suas freguesias. Estas alterações que ocorrem na sociedade também influenciam as organizações, pois destas resultam consequências tanto demográficas como sociais, económicas e politicas. Estas questões justificam e subjazem ao estudo das necessidades de cuidados de saúde existentes adotando uma abordagem integrada da saúde, onde todas as organizações e os técnicos a elas associados devem ter um papel ativo para a potenciação da dinâmica coletiva. Com base numa metodologia qualitativa, contactaram-se os profissionais que atuam no terreno, considerados como informantes estratégicos e fez-se um levantamento das necessidades de saúde do referido concelho, constatando-se que os grupos mais carenciados em termos de respostas de saúde são os idosos, os jovens e os doentes crénicos e dependentes. Em termos de capacidade de respostas comunitárias, verificou-se que predominam as respostas do sector social e da saúde, sendo muitas delas integradas, fruto de parcerias estabelecidas entre as várias instituições prestadoras de cuidados. Como proposta de intervenção salienta-se a necessidade de complementar: e reforçar a capacidade da rede através da cooperação e de práticas de parceria, garantindo uma abordagem dos problemas por equipas interdisciplinares e uma atuação, com participação direta de todos os atores. /ABSTRACT - This work aims the development of an investigation dedicated to the necessities of health care, a case in point being of The District of Arraiolos. The main purpose of this work is to identify the needs of health care in the District of Arraiolos, by crossing information concerning the installed capacities and the existing answers. The District of Arraiolos is essentially agricultural, with problems typical of regions in the interior of a country such as decreasing numbers of inhabitants and showing at this point a significant number of aging people in most of its Parish Council. These changes that occur in society in general, also come to influence the organizations, with costs on all levels: demographic, social, economic and political. These questions justify and support the study on the needs of existing health care, adopting an integrated approach on health, where all organizations and their related technicians must have an active role on the increase of group dynamics. On the basis of a qualitative methodology, the professionals who act on the ground have been contacted as they were defined as important source of information and helped in a survey regarding the health needs of the District. The results have shown that the ones who need more attention in terms of health are the old people, the youngest and people with chronic and dependent infirmities. In terms of the capacity of community espouses, it was verified that the reaction on the social and health levels prevails. Most of them are integrated answers, result of established partnerships between all institutions of care As a proposal for intervention, the need is highlighted to complement and reinforce of this network, through cooperation and partnerships practices, which guarantees an approaching to the problems by multi subjected teams and direct acting of all actors.
