Os arquivos municipais como sistemas de informação: caso dos Arquivos do Distrito de Santarém

Abstract

Hoje em dia, organizar arquivos não tem que ser uma tarefa difícil, pois dispomos de Tecnologias de Informação que nos permitem ter acesso rápido aos dados existentes em suporte de papel e, também, ter a possibilidade de criar documentos em suporte informático, de forma a ocupar muito menos espaço e a poder conservar os documentos em dois suportes com diferentes características. Na era da Sociedade da Informação e do Conhecimento, estamos perante uma oportunidade para alterar as relações entre os municípios e os munícipes, assim como para reinventar a organização do municipal orientando-a para os munícipes. É do conhecimento geral que a maioria das Autarquias Locais tem desprezado enormemente o seu património arquivístico. Com esta dissertação pretendeu-se investigar até que ponto as Câmaras Municipais do Distrito de Santarém têm valorizado esse património, sabendo que os arquivos municipais são o produto natural da sua atividade, logo, uma realidade da gestão municipal. Para fazer o enquadramento teórico do tema, iniciámos com uma revisão bibliográfica, abrangendo duas grandes áreas da arquivística: os sistemas de informação e a teoria sobre arquivos municipais. Em seguida, alguns dos conceitos teóricos apresentados foram aplicados a um modelo de organização e funcionamento - Modelo para Organização e Funcionamento de Arquivos Municipais. Posteriormente, como estratégia metodológica, procedeu-se a um estudo de caso que incluiu os arquivos dos Municípios do Distrito de Santarém. O modelo adaptado, após recolha e análise dos dados provenientes de um questionário, aplicado estritamente numa ótica de observação da realidade existente, foi revisto e ajustado. Finalmente, foram sistematizadas algumas conclusões e considerações finais, as quais permitirão sensibilizar as administrações municipais e ajudar os arquivistas que tenham como tarefa organizar arquivos municipais. /ABSTRACT - Nowadays, organizing archives does not have to be a difficult task, because we have Information Technologies available which enable us to have a quick access to the data in paper format and also gives us the possibility to create documents in computer format, in a way that lesser space is occupied and the documents are kept in two different formats with different characteristics. In the age of the Information and Knowledge Society we are facing a chance to modify the relations between municipalities and citizens, as well as to reinvent the municipal organization guiding it to the citizens. It is commonplace that the majority of the municipalities has despised enormously its archival patrimony. The aim of this dissertation is to investigate how much the municipalities of the District of Santarém have increased the value of their archival patrimony, knowing that the municipal archives are the natural product of the municipal activity, consequently a reality of the municipal management. For the theoretical background of the theme, we initiated with a bibliographical revision which embraced two great areas of the archival science: the information systems and the theory on municipal archives. Afterwards, some of the presented theoretical concepts have been applied to a model of organization and working method Organization and Functioning Model of Municipal Archives. Later, as a methodological strategy, we carried out a case study which included the archives of the city-halls of the District of Santarém. After collecting and analysing the data obtained from a questionnaire, the transformed model - strictly applied in an optic of observing the existent reality - Was revised and adjusted. Finally we systematize some conclusions and recommendations which will allow to sensitize the municipal administrations and help the archivists who have the task to organize municipal archives.
