Informação e desenvolvimento territorial: aplicação à Bacia do Côa

Abstract

A grande mutabilidade que caracteriza a sociedade actual, associada à globalização dos mercados, ao aumento da concorrência, ao desenvolvimento tecnológico e à rapidez no intercâmbio da Informação, são apenas alguns dos factores com que as Organizações dos nossos dias têm de conviver. Transformações tecnológicas e sociais acontecem a um ritmo vertiginoso colocando-nos perante uma realidade imprevisível, onde a Informação e o Conhecimento assumem um papel fundamental para as Organizações em geral e para os cidadãos, em particular. Perante esta realidade, as Novas Tecnologias de Informação e de Comunicação (NTIC) constituem meios privilegiados para a circulação e processamento da Informação e do Conhecimento. As Regiões têm ao seu dispor ferramentas capazes de ajudar na dinâmica do desenvolvimento dos seus territórios, pelo que, deverão realizar investimentos significativos no domínio das NTIC e na formação dos seus recursos humanos, para que possam extrair destas tecnologias todas as suas potencialidades, o que pressupõe um sistema de aprendizagem contínua. Cabe às regiões encontrar soluções inovadoras, apoiadas pelas NTIC, a partir da riqueza dos seus territórios (em que os recursos endógenos são vistos como dinamizadores do desenvolvimento) e da aplicação dos recursos humanos qualificados, no desenvolvimento do sistema produtivo. Neste sentido, é vital, além do investimento em infra-estruturas e equipamento, o investimento na educação e na formação dos cidadãos, de forma a que, a disponibilização dos meios, o acesso e a capacidade para os utilizar sejam uma realidade ao alcance de todos. Na dinamização deste processo de desenvolvimento devem participar activamente, e de forma coordenada, todos os agentes de desenvolvimento locais relevantes que tenham uma visão partilhada sobre o futuro da região. A partir de uma abordagem interpretativista, a experiências de regiões da União Europeia, no âmbito da Sociedade da Informação, procura avançar-se um conjunto de propostas de actuação susceptíveis de reduzir o gap de desenvolvimento existente entre a região da Bacia do Côa e outras regiões mais desenvolvidas, tendo por base as condições de sucesso constatadas. ### /ABSTRACT - The great changeability, that characterizes nowadays society, associated to the globalization of the markets, as well as to the increase of the competition, to the technological development and the speed in the exchange of Information, are just some of the factors that the Organizations of our days have to face. Technological and social transformations take place in a dizzy rhythm putting us before an unexpected reality, where the Information and the Knowledge assume a fundamental role for the Organizations, in general, and specifically for the citizens. According to this reality, the New Information and Communication Technologies (NICT) constitute privileged means for the circulation and processing of Information and of Knowledge. The regions have at their disposal useful tools to help in the dynamics of the development of their territories, therefore, they should accomplish significant investments concerning the NICT and the formation of their human resources, so that they can take profit from these technologies which require a system of continuous learning. The regions have to find leaning innovative solutions for NICT, starting from the wealth of their territories (in which the endogenous resources are seen as a dynamic development) and the application of qualified human resources in the development of the productive system. In this sense, it is vital, besides the investment in infrastructures and equipment, the investment in Education and in citizens' formation, so that the availability of means, the access and the capacity for using them could be a reality that everyone could reach. To make this development process work they should announce as much as they can, and in a coordinated way, all the relevant local development agents sharing the same point of view over the development of the region. Starting from an interpretativist approach to experiences of areas of the European Union, regarding the Society of the Information, we try to give some proposals to act which are meant to reduce the gap of development between the region of the Bacia of Côa and other more developed regions, having as a basis the success conditions already verified.
