Abstract: A gestão de áreas protegidas baseia-se em conceitos que têm variado ao longo dos tempos, mas que hoje privilegia o Homem como um elemento essencial do sistema ecológico Nesse sentido, os processos de gestão implicam um conhecimento do valor efectivo do património natural, das necessidades essenciais do Homem e dos riscos naturais que sobre ele pesam e cujo balanço se concretiza no ordenamento do espaço e nas medidas de gestão aplicadas a cada unidade homogênea de território A cartografia da vegetação e dos respectivos sistemas ecológicos de suporte constituem o instrumento de caracterização dessas unidades, a qual é dificultada pela grande diversidade de métodos de análise e classificação existentes As características caóticas da distribuição da vegetação, resultantes do papel essencial da competição entre espécies em função da variação das condições ambientais do ecótopo, apontam para uma classificação baseada em elementos dominantes e codominantes O panorama do coberto vegetal em Portugal e ilhas adjacentes parece confirmar tal pressuposto em especial em condições onde é possível definir claramente os factores limitantes A avaliação das fitogeocenoses, baseando-se em parâmetros claros e simples possibilita a respectiva integração posterior e permite responder ás diferentes solicitações do processo de gestão Estes considerandos são aplicados a três áreas protegidas na Península de Setúbal, bastante distintas em termos ecológicos designadamente, o Parque Natural da Arrábida, a Reserva Natural do Estuário do Sado e em algumas áreas envolventes actualmente integradas nos sítios "Arrábida / Espichei" e "Estuário do Sado" e ainda numa zona parcialmente incluída no sítio "Pernão Ferro / Lagoa de Albufeira" Procura-se assim discutir, em que termos a cartografia da vegetação poderá, de forma mais adequada, contribuir para a totalidade dos níveis da gestão (desde o ordenamento, á manutenção e mesmo á divulgação, sensibilização ambiental e controle) A classificação das diferentes unidades ecológicas de gestão em termos do nível de medidas cautelares a que deverão ser sujeitas constitui o principal objectivo, sendo estabelecido uma comparação entre a classificação já existente ao abrigo da Directiva Habitats com uma outra classificação agora proposta A caracterização dos riscos de instabilidade do substrato (em especial nas sistemas dunares, nos sapais a na dinâmica da linha de costa) não deixam de ser factores complementares igualmente relevantes que deverão entrar em linha de conta nos processos de gestão das áreas protegidas A caracterização dos estratos dos sistemas ecológicos possibilitam igualmente uma maior aproximação á valoração e diferenciação do interesse das diversas unidades em presença. /ABSTRACT - The management of protected areas is based on concepts that have changed over the years; nowadays it places its greatest emphasis on Man as one key element of the ecological system. In these sense, management procedures do need an effective knowledge of the real value of Natural Heritage, of the Human's needs, and the natural risks Men faces, and their leftover targets in the Land Use and in the Management options applied to each homogeneous unit of territory. The vegetation mapping and its ecological support systems are the main instruments for understanding those units; which turns a difficult task to accomplish duo to the wide range of methods that can be used both for analysis and classification. The casual distribution of vegetation, as a result of the role of the competition among species caused by the range of environmental conditions in the ecotope, point out a kind of classification based on the dominant and co-dominant elements. An overview of the vegetation cover in Portugal and its islands seems to support such a statement, specially in the conditions where ecological constraint limits can be easily defined. The phytogeocoenosis evaluation based on a clear and simple approach, makes it possible to be integrated and to respond to the different requirements of the management procedures. These considerations are applied to three protected areas in Setúbal Península, ecologically very distinct, namely the Natural Park of Arrábida, the Natural Reserve of the Sado Estuary and some other surrounding areas now integrated in the Natura 2000 sites of "Arrábida / Espichel" and of "Sado Estuary" and also in an another area, which is partly enclosed in the "Fernão Ferro / Lagoa de Albufeira" site. Therefore it is made an attempt to discuss the terms in which the vegetation mapping can contribute, in the most appropriate way, to the whole management levels (Com the land use management to the widespread of awareness, to environmental aware and to monitoring ). The classification of the different ecological units for management is the main goal, in order to establish the cautious precautions on which they are dependent. It is compared the already existing classification, according to the Habitats Guidelines, and the new classification here proposed. The description of the risks of the substrate instability (especially those concerning the dunes systems, the salt marshes systems and the coastline dynamics) are also, relevant factors that should be taken into account in the management procedures in the protected areas. The description of the ecosystems strata also turns easier to better evaluate and to distinguish the importance between the different space units considered.
