Abstract: ilhas de São Tomé e Príncipe e a necessidade de tornar mais efectiva a contribuição do sector rural nesse processo torna-se cada vez mais imperativo. Apesar de seus muitos activos (solo fértil, chuvas abundantes, etc.), o sector agrícola ainda enfrenta problemas relacionados a insegurança alimentar e a pobreza. Pelo que, dois terços da população são afectados pela pobreza dos quais 71% são mulheres. Entre os pequenos agricultores, 68% vivem abaixo da linha da pobreza com aproximadamente (US $ 2 / dia) e 22% são afectados pela pobreza extrema. Contudo, a agricultura continua a ser o centro das políticas de desenvolvimento, e a melhoria dos recursos terrestres, bem como a construção de infra-estruturas de apoio ao sector agrícola, revelam-se indispensável para optimizar a utilização das áreas cultivadas, aumentar a produtividade, e permitir que homens e mulheres carentes possam ter renda suficiente capaz de adquirir outros produtos, e ter acesso aos serviços sociais básicos. O Banco Africano de Desenvolvimento (BAD), é um dos parceiros de São Tomé e Príncipe e vem ajudando o país no desenvolvimento desde 1977 através de ações que contribuem para a melhoria da segurança alimentar e da redução da pobreza. A intervenção do BAD em São Tomé e Príncipe tem sido guiada por estratégias quinzenais, definidas de acordo com as prioridades. Os principais resultados esperados pelos projectos do BAD são entre muitos o aumento sustentável da produção de pesca artesanal e agricultura; e desencravamento de zonas rurais. Neste sentido, os investimentos do BAD contribuíram, de uma forma geral, para o desenvolvimento agrícola de STP, contudo, o impacto dos projetos no aumento da renda dos agricultores e suas famílias deverá continuar a ser uma consequência natural de uma estratégia coerente e eficaz para promover a agricultura no país. Podendo-se assim dizer que, os projectos implementados pelo BAD nas comunidades agrícola, atendem as necessidades prioritárias das mesmas e os resultados foram alcançados, entretanto, alguns dos objetivos propostos para serem atingidos com esses resultados, não foram totalmente observados pelos beneficiários uma vez que para que sejam alcançados é necessária a integração de outros investimentos não associados ao BAD, pois os investimentos deste financiador não garante por se só resolver todas as dificuldades encontradas nas comunidades, tendo em termos estratégicos, os projetos do BAD voltados para a promoção da estabilidade no abastecimento alimentar (acesso aos alimentos e mercados de comercialização). Por outro lado, os pressupostos fundamentais para a implementação do projeto são a estabilidade política, a ausência de conflitos militares no país, a participação ativa da comunidade nas operações e o bom relacionamento entre as organizações envolvidas, sendo que a maior dificuldade encontrada na implementação dos projectos se concentra na dependência externa ao qual São Tomé e Principies esta sujeita. Neste sentido, este trabalho debruça-se em fazer uma análise ao papel dos investimentos do Banco Africano de Desenvolvimento (BAD) para o desenvolvimento da agricultura em São Tomé e Príncipe (2000- 2018),sua pertinência e seus efeitos no desenvolvimento socioecómico de São Tomé e Príncipe. A presente dissertação estrutura-se em duas partes, na parte I compõe-se o enquadramento teórico focado nas intervenções do BAD através dos projectos, na Parte II apresenta- se o aparato metodológico onde através da pesquisa se mostra o resultado da observação dos dados sociodemográficos dos agricultores e comunidades agrícolas beneficiadas pelos projetos do BAD; ROLE OF THE AFRICAN DEVELOPMENT BANK'S INVESTMENTS (ADB) FOR THE DEVELOPMENT OF AGRICULTURE IN SÃO TOMÉ AND PRINCIPE (2000-2018) Abstract: Agriculture plays a key role in the socioeconomic development of the islands of São Tomé and Príncipe and the need to make the rural sector's contribution to this process more effective becomes increasingly imperative. Despite its many assets (fertile soil, abundant rainfall, etc.), the agricultural sector still faces problems related to food insecurity and poverty. As a result, two thirds of the population are affected by poverty of which 71% are women. Among small farmers, 68% live below the poverty line with approximately ($2/day) and 22% are affected by extreme poverty. However, agriculture remains at the center of development policies, and the improvement of land resources, as well as the construction of infrastructure to support the agricultural sector, are essential to optimize the use of cultivated areas, increase productivity. , and allow needy men and women to have sufficient income to purchase other products, and to have access to basic social services. The African Development Bank (ADB), is one of São Tomé and Príncipe's partners and has been helping the country in development process since 1977 through actions that contribute to improving food security and reducing poverty. The ADB intervention in São Tomé and Príncipe has been guided by biweekly strategies, defined according to priorities. The main results expected by the ADB projects are among others, the sustainable increase in the production of artisanal fisheries and agriculture; and unlocking rural areas. In this sense, ADB investments contributed, in general, to the agricultural development of STP, however, the impact of the projects in increasing the income of farmers and their families should continue to be a natural consequence of a coherent and effective strategy in order to promote the agriculture in the country. Thus, it can be said that the projects implemented by the ADB in the agricultural communities meet their priority needs and the results were achieved, however, some of the proposed objectives to be achieved with these results were not fully observed by the beneficiaries once that for them to be achieved, the integration of other investments not associated with the ADB is necessary, as the investments of this financier do not guarantee by themselves to resolve all the difficulties encountered in the communities, having in strategic terms, the ADB projects aimed at promoting stability in the food supply (access to food and marketing markets). On the other hand, the fundamental presuppositions for the implementation of the project are political stability, the absence of military conflicts in the country, the active participation of the community in the operations and the good relationship between the organizations involved, considering that the greatest difficulty encountered in implementing the projects is centred on the external dependence to which São Tomé e Principies is subject. In this sense, this work aim to analyze the role of investments made by the African Development Bank (ADB) for the development of agriculture in São Tomé and Príncipe (2000-2018), their relevance and their effects on the socioeconomic development of São Tomé and Príncipe. This thesis is structured into two parts, part I comprises the theoretical frameworks focused on ADB interventions’ through the projects, part II is presented the methodological instruments where across the research, the results of the observation of farmer sociodemographic data are shown as well as the social elements of the agricultural communities benefiting from projects.
