A NEPAD e o processo de desenvolvimento em Angola de 2001 a 2011

Abstract

Esta dissertação visa estudar a forma como Angola tem implementado os objectivos e acções do NEPAD. Dizer que a pobreza tem se constituído num problema central para o mundo, ou seja, preocupação crescente dos respectivos governos e da comunidade internacional. Assim, o combate á pobreza surge igualmente, no âmbito da Nova Parceria para o Desenvolvimento de África (NEPAD), como estratégia fundamental para a afirmação do continente africano no contexto internacional e para a redução das disparidades existentes entre África e o mundo desenvolvido. Angola sendo parte integrante do continente, e vivendo as mesmas peripécias, constitui-se como parte de todo este desafio. Aliás, desde que Angola se tornou um Estado independente, consagra o respeito e a aplicação dos princípios das Organizações Internacionais e Inter-governamentais1. Neste contexto a questão central de estudo versa sobre a forma como Angola tem implentado os objectivos e acções da NEPAD. Os esforços de Angola se fazem sentir, tendo em conta as medidas e indicadores dos objectivos, no concernete a estabilidade política, a manutenção da democracia, com eleições que tendem a ser regulares, a gestão macroeconómica, que atinge níveis aceitáveis de crescimento económico, e o combate a pobreza, que se vislumbra algumas melhorias, mas não significativos. Porquanto, independentemente de Angola conseguir a estabilidade pilítica, condição sine qua non para desenvolvimento sustentável, Angola está ainda aquem dos objectivos da NEPAD, pois, debate-se com questões de boa governação, transparência na gestão pública e corrupção a todos os níveis da sociedade; ### ABSTRACT: “NEPAD And the Development Process in Angola 2001 to 2011" This thesis aims to study how Angola has implemented the objectives and activities of the NEPAD. To say that poverty has constituted a central problem for the world, i.e. growing concern of their governments and the international community. Thus, to combat poverty also arises in the context of the New Partnership for Africa's Development (NEPAD) as a key strategy for the affirmation of the African continent in the international context and the reduction of disparities between Africa and the developed world. Angola is an integral part of the continent, and experiencing the same shenanigans, was established as part of this whole challenge. Incidentally, since Angola became an independent state, enshrines the respect and implementation of the principles of International and Inter - governmental Organizations. In this context the central question of the study is about how Angola has implanted the objectives and activities of NEPAD. Angola's efforts are felt, taking into account measures of objectives and indicators in concerned political stability, the maintenance of democracy, with elections tend to be regular, macroeconomic management, which reaches acceptable levels of economic growth, and combat poverty, which sees some improvements, but not significant . Because, regardless of Angola political achieve stability, a sine qua non for sustainable development, Angola is still short of the objectives of NEPAD therefore is faced with issues of good governance, transparency in public management and corruption at all levels of society.
