Abstract: | Na sua permanente caminhada evolutiva, a educação escolar básica viu-se nestas duas-três últimas décadas confrontada com uma sucessão de acontecimentos sócio-políticos de inevitáveis implicações organizacionais e subsequentes orientações jurídico-normativas no (re)traçar de novos rumos e configurações. Esta marcha educativa — realizada num cenário político-organizacional de múltiplos sentidos e sem tempo de amadurecimento próprio e em que algumas das suas expressões ilustrativas se traduzem por exemplo na recentração de forças motrizes, na alteração e reorientação de características ou na mudança de protagonistas —, encontra no plano organizacional escolar um campo propício à cimentação de lógicas de ambiguidade e de aparência e ao (re)desenho de opções estratégicas frequentemente alicerçadas e reportadas mais aos efeitos esperados de um certo `cerco administrativo' do que propriamente aos efeitos da acção educativa concreta.
Ainda que num espaço geográfico-territorialmente circunscrito ao Alentejo Central, e tomando por base populações e amostras de alunos sobreviventes escolares do 2° e 3° ciclos do básico dos municípios de Évora e de Portei, a análise longitudinal de fontes estatísticas e a reconstituição pelo método da coorte dos historiais trajectoriais escolares de alunos de diferentes perfis configuracionais (sociográfico, logístico, trajectorial, atitudinal, comportamental) conduziriam no essencial ao seguinte:
i) em primeiro lugar, a evidenciação do contraste entre a situação descrita nos balanços oficiais de uma 'escolaridade básica cumprida e realizada' e a existência de uma estrutura populacional com baixos níveis de produtividade escolar, com perfis e padrões diferenciais de aproveitamento e realização escolares tendencialmente desacelerativos e em que as disparidades inter e intra municípios mas também inter e intra escolas tendem a persistir ou mesmo em alguns casos a acentuar-se;
ii) em segundo lugar, a emergência de perfis e tendências de desempenho escolar cujo elevado grau de similaridade configuracional reflecte as marcas da estruturalidade cultural e social nos resultados e, consequentemente, os riscos de espuriedade associados a determinadas variáveis do foro organizacional escolar comummente enumeradas no quadro das soluções e acções preconizadas no âmbito do 'movimento das escolas eficazes';
iii) por fim, da invariável emergência de perfis configuracionais estruturantes qualquer que seja a escola, em clara contracena com as teses reclamadoras dos `efeitos de escola' por um lado e, por outro lado, da recusa frontal de fatalismos escolares antecipados, o fazer emergir de novos vectores escolares organizacionais internos, nomeadamente deslocando para a unidade organizativa 'turma', através dos factores 'dimensão' e 'estrutura composicional', a centralidade da acção estratégica, em particular quando se acredita que por via de uma intervenção escolar na construção de soluções organizativas e pedagógicas se concorre para o cumprimento do desiderato de uma escola social e culturalmente mais justa e substantivamente mais democrática.
### - ABSTRACT -
On its continuing evolutive way, the compulsory basic education had to face in
the last two-three datades a series of social-political events with inevitable
organisational consequences and following legal-normative, guidances in the
(re)writings of new orientations, new purposes and new ideais. This educational
progress has been carried out in an organisational political time, sometimes too fast,
with multiple purposes, without their on time to ripen and in which some of their
illustrative expressions are translated, for example, in the recentralisation of the
motrice powers, in the changes and new guidances of characteristics or in the change
of leading figures, finds in the organisational school levei a favourable field to the
consolidation of logics of ambiguity and appearences and to (re)drawing of strategical
options often based and related organisationally more to the long expected effects of
a certain 'acíministrative siege' than to the effects of a concrete organisational
educational action.
Aithough, in a limited geographic space - Central Alentejo - and taking as its
base populations and samples of survivors pupils of the 2nd and 3rd cycles of the
basic education of the municipalities of Evora and Portel, the longitudinal analysis of
statistical sources and rebuilding through the method of cohorts of the individual
schooling trajectories of pupils of different profiles (sociographic, logistic, trajectorial,
behaviouristical) would lead in the essential) to the following:
i) at first, the obviousness of the contrast between the situation described in
the official balances of a 'basic education fullfilled and carried out' and an existence of
a population structure with different profiles and patterns of schooling success,
chronologically repeated and with general trend of slowing down and in which the
disparities inter and intra municipalities of subsuccess and the schooling dropouts
tend to remain or even in same cases to continue steadily. The cohorts analysis
connected with successive school generations wouldn't show not only the low levels
of internal school productivity but also and specially characterizing marks that would
tend to associate with the selectivity and to the asymmetry of the results to the cultural
and social structurality of the performance;
ii) secondly, from the application of the modal and own instruments of analysis
to the different schools still emerged profiles and tendencies of school performance
with relatively high levels in terms of configurational similarity that would lead to the
strengthening of the hypothetical assertion that the differences and variations of the
schools performances and of their quality do not present themselves by the theory of
`school effects' and consequently standing out a certain level of spuriousness of
certain variables of the organisational school area commonly enumerated in the table
of the solution and actions proposed in that sphere and having the educational quality
of the schools as its aim;
iii) at last, of the invariable emergence of structural profiles - whatever the
schools may be - openly contradicts the demanding thesis of the school effects on
one hand, and on the other hand, of the open refusal of forecasted school fatalities to
the rising out of new internal) organisational vectors, namely at the level of the
composition and the class size, in particular, when one believes that through a school
intervention in building of organisational solutions contributes to the fullfillment of the
desíderatum of a school social and culturally more fair and substantiaily more
democratic. |
