Abstract: Problema abordado – Análise do (des)alinhamento entre a Política de Coesão pós-2030, mais orientada para desempenho, condicionalidades e abordagem place-based, e o sistema de planeamento territorial em Portugal.&#xD;
Objetivo principal do trabalho – Propor um quadro de avaliação do alinhamento estratégico e territorial, combinando um índice de alinhamento (com subdimensão “propósito e coerência de missão”) e uma matriz plano-programa replicável.&#xD;
Conclusão-chave – Verifica-se alinhamento conceptual relevante, mas persistem desalinhamentos temporais, espaciais e instrumentais que exigem reforço de governação multinível, capacitação e infraestrutura de dados para 2028–2034.&#xD;
Relevância para as políticas públicas – Instrumento de apoio à negociação do próximo Acordo de Parceria e ferramenta de suporte à construção da Agenda Nacional de Avaliação (ANAV), incentivando trabalho com foco em resultados reais e aprendizagem dentro das instituições.</description>

Abstract: The New European Bauhaus (NEB) is an interdisciplinary initiative launched in 2020&#xD;
that expresses the European Union's ambition of “creating beautiful, sustainable, and inclusive&#xD;
places, products and ways of living”.&#xD;
The NEB “is a creative and transdisciplinary movement in the making: (i) It is a bridge between the world of science and technology, art and culture; (ii) It is about leveraging our green and digital challenges to transform our lives for the better; (iii) It is an invitation to address complex societal problems together through co-creation”.&#xD;
This European Initiative places culture at the center of the process of defining public policy, and assumes culture as a new epicenter from which future development processes should be conceived.&#xD;
To this end, the NEB is building functional strategic links with a wide range of EU programs, namely the following: Horizon Europe, European Regional Development Fund, LIFE, Digital Europe, Single Market Programme, COSME, Erasmus+, Creative Europe, European Solidarity&#xD;
Corps .&#xD;
The NEB therefore constitutes an innovative approach in seeking to contribute to finding new answers to the societal challenges that European and global society face today. In this paper, we will analyze how the NEB is giving rise to a new development paradigm that assumes culture as the engine for building future societies, as well as a new multidisciplinary rationale and transpolicy action for public policies.</description>

Abstract: The ongoing transition towards a sustainable development model in Europe calls for a rethinking of how territorial planning and the European Union's Cohesion Policy interact to address contemporary challenges.&#xD;
In this context, this paper proposes an integrated perspective that connects sustainable territorial planning with the internal social responsibility practices of organizations, focusing on well-being, purpose, and inclusive development. Drawing from the Portuguese experience, particularly the Alentejo region, we argue that the future Cohesion Policy (post-2030) must not only address structural territorial inequalities but also actively foster social cohesion within organizations and communities.&#xD;
This contribution is based on mixed methods research, combining evidence from previous studies on corporate social responsibility, well-being, and organizational purpose in Portuguese organizations, with insights from a multi-case study conducted in the Alentejo region. The findings demonstrate that internal&#xD;
social responsibility practices—such as promoting well-being, fostering meaningful work, and adapting to remote and hybrid work models—are directly linked to territorial sustainability. They contribute to attracting&#xD;
and retaining talent, revitalizing rural and peripheral areas, and promoting a stronger sense of belonging and purpose in both organizations and communities. The paper advocates for a renewed paradigm where spatial&#xD;
planning and cohesion policy instruments integrate these social dimensions more explicitly. This approach enhances the capacity of territorial policies to generate not only economic and environmental benefits but&#xD;
also social value, reinforcing the Agenda 2030 objectives. The paper presents concrete policy&#xD;
recommendations for the Portuguese context, proposing innovative governance mechanisms and funding strategies that link social responsibility practices, sustainable development, and territorial resilience.&#xD;
The results are particularly relevant for regions like Alentejo, which face demographic challenges, limited economic diversification, and social inequalities. By combining territorial planning with organizational&#xD;
practices that value human well-being and purpose, it is possible to foster inclusive, cohesive, and sustainable territories aligned with the priorities of the European Union’s post-2030 Cohesion Policy.</description>

Abstract: The articulation between Portugal’s spatial planning instruments and the territorial instruments of the European Union’s Cohesion Policy remains a complex challenge. Despite the existence of multiple regulatory and strategic frameworks at both national and European levels, there is still a lack of effective integration between the objectives of spatial planning and the financial and operational mechanisms of Cohesion Policy.&#xD;
This misalignment results in inefficiencies in territorial governance, difficulties in coordinating investments, and missed opportunities for maximizing the impact of EU funding on regional development.&#xD;
This paper explores how Portugal can enhance the strategic and functional articulation between these instruments to improve territorial governance and economic efficiency. First, it examines the current structure of Portuguese spatial planning, highlighting the main instruments and their role in guiding public and private investments. Second, it assesses the territorial tools of the EU Cohesion Policy, such as Integrated Territorial Investments (ITI) and Community-Led Local Development (CLLD), evaluating their effectiveness in aligning with national planning priorities.&#xD;
The paper then identifies key gaps in coordination, including regulatory inconsistencies, governance fragmentation, and insufficient strategic coherence between national and EU frameworks. Through acomparative analysis of best practices in other EU member states, it proposes policy recommendations for improving alignment, such as stronger multi-level governance mechanisms, enhanced data integration for territorial decision-making, and the development of adaptive planning frameworks that respond dynamically to regional needs.&#xD;
The findings suggest that a more integrated approach to territorial planning and Cohesion Policy implementation would lead to better-targeted investments, increased efficiency in resource allocation, and a more sustainable regional development trajectory. This research contributes to the ongoing debate on post-&#xD;
2030 Cohesion Policy reforms, emphasizing the importance of ensuring stronger synergies between national planning systems and EU territorial policies.</description>
