A importância das instituições de ensino superior no desenvolvimento regional em Portugal

Abstract

As Instituições de Ensino Superior (IES) são, presentemente, consideradas basilares para o desenvolvimento económico das regiões e dos países. Através das suas principais funções: a formação de capital humano, a criação de conhecimento e a transferência de know-how, as IES colocam à disposição das sociedades, ativos valiosos e determinantes para competitividade e sustentabilidade das regiões. Para além do importante papel das IES como fornecedoras de outputs, verifica-se também a relevante influência das IES nas regiões, enquanto compradoras de inputs. A ótica das IES como agentes económicos consumidores de bens e serviços (inputs), tem sido a abordagem mais utilizada nos estudos de avaliação de impacte económico das IES sobre a região, e através dos quais, inequivocamente, se tem evidenciado a importância económica das instituições nas suas regiões. Contudo, e dada a importância dos outputs das IES para a construção de economias mais sólidas e sociedades mais justas, é relevante analisar a importância do ensino superior para a região, considerando também as IES como fornecedoras de outputs. Assim, o presente estudo propõe-se avaliar como é que as IES em Portugal contribuem para a região, considerando: o PIB per capita da região, o ganho médio mensal do trabalhador e os desempregados inscritos nos centros de emprego face à população ativa, e atendendo às IES, como produtoras e consumidoras, mas também à infraestrutura regional de conhecimento e ao próprio dinamismo da região. Para esta análise foi construído um painel de dados, com variáveis provenientes de fontes oficiais, para 8 anos e considerando as regiões portuguesas. Através do estimador de efeitos fixos, foram obtidos resultados, que permitem evidenciar a importância da função ensino das IES sobre o desenvolvimento regional; Abstract: The Importance of Higher Institutions in Regional Development in Portugal Higher Education Institutions (HEIs) are currently considered as the basis for the economic development of regions and countries. Through its main functions: the formation of human capital, the creation of knowledge and the transfer of know-how, the HEIs offer to the societies, valuable assets which are determinant for the competitiveness and sustainability of the regions. In addition to the important role of HEIs as suppliers of outputs, the influence of HEIs in the regions as purchasers of inputs is also verified. Moreover, the view of HEIs as economic agents that consume goods and services (inputs), has been the most used approach in the studies of evaluation of the economic impact of HEIs on the region, and through which, unequivocally, the economic importance institutions in their regions has been demonstrated. However, given the importance of HEI outputs for building stronger economies and fairer societies, it is important to analyze the importance of higher education for the region, also considering HEIs as suppliers of outputs. Thus, the present study intends to evaluate how the HEIs in Portugal contribute to the region, considering: the per capita GDP of the region, the average monthly earnings of the worker and the unemployed enrolled in the employment center with regard to the resident population, and serving the HEIs as producers and consumers, but also to the regional infrastructure of knowledge and to the dynamism of the region itself. For this analysis a data panel was constructed, with data from official sources, for 8 years and considering the Portuguese regions. Through the fixed effects estimator, results were obtained, which show the importance of the teaching function of HEIs on regional development.
