Abstract: Com o fim da guerra civil e o advento da paz em 1992, Moçambique é palco do boom dos recursos naturais, com enfoque para o carvão mineral, ao que se junta a descoberta de jazidas de gás natural na bacia do Rovuma. A existência desses recursos espoletara o interesse de empresas transnacionais mineiras e petrolíferas, fatores que aumentaram a expectativa quanto ao crescimento material do país. A exploração desses recursos obrigou a deslocações de famílias que habitavam nas zonas de produção de carvão mineral, para as localidades de Cateme e Mualadzi, em Moatize, levadas a cabo pela Vale, Riversdale e a Rio Tinto. O processo de reassentamento, que mantém uma celeuma entre agremiações que velam pelos direitos humanos e empresas acima referenciadas, foi marcado por graves irregularidades que violam a Constituição da República de Moçambique e os direitos humanos, em particular das populações afetadas. A investigação constatou que os reassentamentos agravaram as condições de vida das comunidades e de produção, através de atribuição de terras impróprias para a prática da agricultura, residências construídas sem observância das normas de segurança, incluindo disparidades nos valores das indemnizações. A despeito das empresas transnacionais mobilizarem investimentos estrangeiros que podem promover o crescimento sustentável da economia, os resultados apurados demonstram que o país tem dificuldades em realizar um processo de desenvolvimento democrático, quer nos aspetos relacionados com a redistribuição da renda, quer nas dinâmicas dos direitos humanos e ambientais. A conclusão, baseada nas hipóteses formuladas, é a que os recursos naturais são uma dádiva, mas para se tornarem indutores do desenvolvimento democrático requerem maior inclusão social e participação efetiva dos cidadãos nos processos de tomada de decisões, visando o fortalecimento das instituições do Estado moçambicano; NATURAL RESOURCES AND DEMOCRATIC DEVELOPMENT IN MOZAMBIQUE ABSTRACT: With the end of the civil war and the advent of peace in 1992, Mozambique is the scene of a boom in the exploitation of natural resources, focusing on mineral coal, coupled with the discovery of natural gas deposits in the Rovuma basin. The existence of these resources stimulated the interest of transnational mining and oil companies that have increased the expectation regarding the material growth of the country. Exploitation of these resources forced the displacement of families living in the coalproducing areas to the townships of Cateme and Mualadzi in Moatize, carried out by Vale, Riversdale and Rio Tinto. The resettlement process, that has fed controversy between human rights groups and the corporations referred to above, has been characterized by serious irregularities that violate the Constitution of the Republic of Mozambique and human rights, in particular those of the affected populations. This research has found that resettlements have worsened the living and the production conditions of the community, by allocating land unfit for agriculture, building houses without observing safety standards, including disparities in compensation values. In spite of transnational corporations mobilizing foreign investments that can promote growth of the country's economy, the verified results show that the country has encountered difficulties in carrying out a process of democratic development, in the aspects related to the redistribution of income, as well as in the dynamics of human and environmental rights The conclusion, based on the assumptions made, is that natural resources are a gift, but in order to become democratic development inducers, they require greater social inclusion and effective participation of citizens in decision-making processes, with a view to strengthening state institutions.
